Federal Duck Stamp price going up

President Barack Obama on Dec. 18 signed the Federal Duck Stamp Act of 2014 increasing the price of the stamp to $25 and boosting prospects for increased conservation and enhancement of wildlife habitat across the nation. Supporters of the bill estimate it will raise $16 million more next year.

He also signed the Permanent Electronic Duck Stamp Act to expand online stamp sales. The Permanent Electronic Duck Stamp Act will allow any state to issue “electronic duck stamps.” Under this law, stamps still will be mailed to buyers, but the online proof of purchase immediately fulfill the requirement of possession.

Texas is among several states involved for the past few years in a pilot program testing the effectiveness of electronic duck stamp issuance.

The stamp, officially called the federal Migratory Bird Hunting and Conservation Stamp, is required of all waterfowl hunter age 16 and older. Previously it cost $15.00.

The price increase will take effect next year. The 2015-16 stamp will feature a pair of ruddy ducks taken from a painting by Jennifer Mill of Olean NY, winner of the annual stamp design contest.

The 2015-16 stamps are expected to be available of purchase in July.

Fishing Report from TPWD (May 1)

GOOD. Water slightly stained; 75 degrees; 0.19 feet above pool. More rain in the forecast so water levels are high and rising. Main lake is clear, but some of the big creeks with the flow are muddy and will take some time to clear up. There is a shad spawn going on in the morning and some afternoons attracting the bass. Bass are good on spinnerbaits, chatterbaits and small swimbaits. Once the rises work Texas rigs and wacky worms along edge of the flooded brush. On an overcast day, bass can be caught on topwaters and frogs all day long. Lots of fish, just not many over 4 pounds. Crappie are fair on brush piles and deeper docks using 1/16 ounce jigs with a white or smoke color grub and live bait. Best area has been away from the big flow in the creeks, as crappie do not like the rushing water. Report by Stephen Johnston, Johnston Fishing.
